What the CNY 120 fee covers

The fee fell from CNY 160 to CNY 120 on 1 July 2019 under National Development and Reform Commission and Ministry of Finance notice 914 of 2019 2. The current national schedule still cites that notice 1.

The official schedules do not publish a lower child fee. They list the charge by passport, so the same CNY 120 amount applies to the 5-year passport issued below age 16 1,3.

Validity and renewal

China's Passport Law sets a 5-year validity for a holder below age 16 and a 10-year validity from age 16 3. It permits renewal or replacement when the passport is close to expiry, its visa pages are nearly full, it is damaged, or it is lost or stolen 3.

The national fee schedule does not state a page count for the ordinary passport 1. This page leaves that field unpublished rather than relying on a commercial passport site.

Documents and processing time

The National Immigration Administration service guide requires the application form, a qualifying photograph and the applicant's identity document. Applicants below age 16 attend with a guardian and provide proof of guardianship 4.

The guide gives a 7-working-day target for an application made at the local exit-entry authority. A cross-province application can take 20 days. A remote-area or special-case application can take up to 30 working days with approval 4.

Urgent applications

The Passport Law requires timely handling for a reasonable emergency 3. The service guide names cases such as a funeral abroad, visiting a critically ill person, an expiring foreign entry permit, an urgent meeting, an approaching study start date, or a passport lost or damaged shortly before travel 4.

The national fee schedule does not list an extra urgent charge or promise a single nationwide urgent time 1,4. Ask the accepting exit-entry office what evidence it needs.
